You can find free Leads and Traffic and you can buy Leads and Traffic from companies that do that, but the quality is highly questionable.
The best way to build your Leads and or Traffic is by writing in Articles, Forms and Social sites. The People you find there will be looking for the type of business you are promoting and will be more likely to join your Program.
